Winter parking concerns have always been an issue within the three cities. There is a City Ordinance for each jurisdiction, which generally prohibits parking over 24 hours on any city street or alleyway. There are also provisions for prohibited parking on certain streets during the late night/early morning hours.
The city “right of way” is generally considered the entire area between telephone poles and a city street or alley.
City of Cle Elum Winter Parking
10.12.070 Winter parking – Exceptions.
A. No vehicle shall be parked on any public street or avenue continuously in one location for more than twenty-four hours in the city from November 1st to April 15th (hereinafter “winter months”), contrary to the regulations prescribed in CEMC Section 10.12.060. The parking regulation shall not apply to vehicles parked off the street or avenue, in private driveways or on private property, where they do not interfere with the plowing or removal of snow.
B. No vehicles may park on West First Street from Stafford Avenue to Douglas Munro Way at the westernmost Interstate 90 on-ramp during winter months.
C. During winter months, no vehicles shall park on the city streets of Marian Drive or Denny Avenue between the hours of four a.m. and twelve p.m., other than off-street parking in private garages or in private driveways.
D. During interstate or state route closures or restrictions, parking may be allowed for vehicles displaced by highway closures on First Street between Stafford Avenue and Peoh Avenue, as an exception to CEMC Section 10.12.050.

The parking regulation shall not apply to vehicles parked off the street or avenue, in private driveways or on private property, where they do not interfere with the plowing or removal of snow.
Towing and impoundment is authorized by the Cle Elum Municipal Code.
City of Roslyn
8.16.090 – Snow Removal – During the period from November 1 of each year to the following 1st day of March, inclusive, otherwise known as the snow season, it shall be unlawful for any owner or custodian of a motor vehicle, or for any other person, to park such a motor vehicle on any street, alley, avenue, or road in the City of Roslyn for any continuous period exceeding 24 hours; and it shall be the duty of the owner or custodian of such parked motor vehicle to move such vehicle from it’s parking place prior to the expiration of the said 24 hour period. Regardless of the length of parking time, the owner or custodian of any motor vehicle parked in such a manner as to interfere with snow plowing shall promptly, upon request of any City Officer, employee or contractor, move such vehicle so that the snow may be properly removed from the area. During the winter snow season, it shall be unlawful for any owner or custodian of a motor vehicle, or for any other person to park such motor vehicle on either side of Pennsylvania Ave from First Street to Fourth Street and on Pennsylvania Ave for one half block east of First Street during the hours of 3:00 AM to 6:00 AM.
No person shall park any motor vehicle upon the traveled portion of any street, avenue, or road in the City of Roslyn.
Towing and impoundment is authorized by the Roslyn Municipal Code.
Town of South Cle Elum
10.10.010 – Regulation of Winter Parking – To facilitate the plowing of snow and orderly movement of traffic in the Town of South Cle Elum, during the winter months, the parking of all vehicles on streets and alleys, between November 15th and April 15th, inclusive, shall be as follows:
1.) No vehicle shall be parked on any street or alley of the Town of South Cle Elum in excess of 24 continuous hours.
2.) During the November 15th through April 15th period set forth, no recreational vehicles shall be parked on any street or alley of the town.
