What is the Comprehensive Plan?
A comprehensive plan is the basic framework of goals, objectives, policies, actions, and standards that elected officials and city employees must follow while making decisions. Under Washington State’s Growth Management Act (GMA) and RCW.36.70A cities in Washington State must update their Comprehensive Plan every eight years.
RCW.36.70A.070 requires the following elements to be a part of a city’s Comprehensive Plan: Land Use, Housing, Capital Facilities, Utilities, and Transportation. Each element is split into two parts, a description of the element and the goals and policies that will guide planning. Cle Elum also included an optional Parks & Recreation element since the 2007 comprehensive plan update and will continue to include this due to the recreational nature of our local economy.
2019 Comprehensive Plan
